Requirement to obtain an import permit for wheat flour	Permit Requirement		No person shall import wheat flour except under and in accordance with a written permit issued under these regulations. A person who is granted an import permit under these Regulations shall pay a 13.5% levy on all types of wheat flour that he imports.	An applicant for a permit under regulation shall be fit and proper person and has complied with all the conditions specified for the issue of a permit he may authorize such person to import wheat flour on such conditions as may be specified in the permit.
